However, the revision of the EU ‘Tobacco Products Directive’ would classify most e-cigarettes as a medicinal product, despite the fact that in the UK alone 25 percent of all attempts to kick the habit are made using e-cigarettes, making them the most popular aid. The European Commission had proposed that e-cigarettes containing 4 milligrammes or more of nicotine must be classed as medicinal products but an EU parliamentary committee went further, voting to classify all e-cigarettes as pharmaceuticals, regardless of the nicotine content. Users of e-cigarettes (known as vapers) have protested, arguing that through e-cigarettes they were able to kick the tobacco habit. They say classifying them as medical devices will mean they must undergo a costly and protracted authorisation processes before marketing.

They are getting in the game before the Food and Drug Administration can regulate them and while the medical community is divided between doctors who believe e-cigarettes should be part of harm reduction strategies to curb tobacco smoking and those who feel that no new type of smoking of any kind should be encouraged. The FDA initially tried to take the latter approach but was told by a federal judge in 2010 that it cannot ban the importation of e-cigarettes made in China. The judge suggested they be regulated like tobacco cigarettes. Indeed, Boston and other cities and some states are treating them like cigarettes, banning sales to minors and prohibiting them in workplaces. The FDA is still working on regulations but warns on its website that e-cigarette safety has not been studied and that it is unknown whether the high-tech smoke lures young people to tobacco. That is the dance we are really talking about.

UTSA scholars to study health effects of electronic cigarettes

Instead of inhaling a cigarette’s nicotine and carbon monoxide, e-cigarette users inhale vaporized pure nicotine. But, very little research has been done about the effects of inhaling vaporized nicotine. Over the next year, the researchers will study the effects that inhaling vaporized nicotine has on a person’s heart rate, blood pressure, resting metabolic rate, physical work capacity and brain blood flow. UTSA students pursing kinesiology and health-related careers will conduct research alongside the scholars, giving them the opportunity to learn quantitative research methods in preparation for their careers in academia and health-related professions.
